The implementation of the provisions in relation to the ex ante conditionalities

Ex-ante conditionalities are requirements that have to be fulfilled by the Member States in order to get EU-funding. They range from the existence of regional innovation strategies to compliance with the rules on competition. This study gives an overview of the ex-ante conditionalities that are applied in the partnership agreements and the Operational Programmes. It also investigates whether they are fulfilled and which measures, if any, are set to be fulfilled. The basis for these investigations is the programme documents, interviews and an online survey with stakeholders. Finally, conclusions are made concerning the strengths and weaknesses of the provisions related to the ex-ante conditionalities during the programming phase and their general value to ensure a better framework in the Member States.
